I'd add that that the government has always cooperated with private religious groups — they have infrastructure in place, a lot of eager and willing volunteers and staff.
The distinction with Bush is that he basically scrapped all the anti-discrimination clauses and rules against them actively proselytizing. If Obama rolls that back, it's a big improvement in the status quo.

The only pollster to get Missouri right was Zogby. He gave Obama a two-point lead the day of the primary.
This was the same day he gave Obama a double-digit lead in California. So that little disaster quite understandably overshadowed his polling success in Missouri.

In most states, yes.
In my native New Jersey, where politicians are unpopular as a rule, it's more like 40%. If the incumbent goes below that, he might be in real trouble.
